The fishing area has to match
A fish is only selectable where the fishing spot's own area matches. Check you are fishing in one of the areas listed for this fish.
The bait has to be one this fish accepts
A bait only works on a fish the fishing definition gives it a multiplier for. Casting a bait this fish does not accept removes it from the pick.
The spot's stock may be empty
Each fishing spot holds a limited stock per fish. Catching lowers it, and a depleted fish disappears from the pick until it regenerates.
Day and night change the odds
Day and night modify how likely a fish is, not whether it can be caught. The known fishing definitions only use positive weights, so time shifts the odds instead of blocking a species.
A catch is a weighted pick
Selection weight is base weight × bait multiplier × time modifier × current stock. A fish with a small weight is a rarer pick, not an impossible one, so it can take several casts.
